A team leader's 3-in-3 check: the CEA rule in six lines, where a closing slips, and six questions for your Monday huddle.

agents who did not close a deal a year in 2021 to 2023

From 1 January 2027, every agent needs three transactions in three years, or a refresher exam. That is about one a year. If you lead a team, the useful question is not what the rule says. It is who in your team will need a hand, and how early you find out.

The rule, in six lines

Source: CEA, articles on the currency requirement of 30 July and 26 August 2026. Last checked on 3 November 2026.

2

Why this is a team leader's problem

The median agent closed two residential deals a year from 2023 to 2025, according to a CEA spokesperson quoted by Mothership. So the median agent clears this rule twice over.

The rule bites at the other end. Around four in ten agents did not close even one deal a year between 2021 and 2023, according to Stacked Homes, citing the Straits Times. Three in three years is one a year. Those are the agents the rule is really about, and each of them sits in somebody's team.

The refresher exam, with its guaranteed seat, is a safety net, not a plan. It is still time spent studying instead of selling. The earlier you know who is stuck, the more ways you have to help.

01

The enquiry arrives

Portals, WhatsApp, Instagram, the website form, referrals. Good looks like: every enquiry has an owner within minutes. Worth a chat when an enquiry sits with nobody.

02

First reply and follow-ups

A reply the same day, then a nudge on day 1, day 3 and day 7. Worth a chat when a lead has had no second message after three days.

03

Winning listings

A steady routine: valuations offered, past clients and owners called back. Worth a chat when an agent has not spoken to an owner for several weeks.

04

Viewings and offers

Every viewing has a written outcome, every offer has a next step and a date. Worth a chat when viewings pile up with nothing written down.

05

Closing and after

The key dates after the offer are known to the agent and to you. Worth a chat when a file is waiting for one document.

06

Being seen

Fresh content in the agency's colours every month: listing posts, flyers, short videos, within advertising rules. Worth a chat when nothing has been published for a month.

Six questions for your Monday huddle

Which enquiry still needs an owner?
Who is waiting for a second message from us?
Which owner have we not spoken to for weeks?
Which viewing has no write-up, and which offer has no next date?
Which file is waiting for a document?
What did we publish this month?

Questions, not controls. Set your own thresholds: the point is to see where a colleague needs a hand.

5

What your Monday picture could look like

The six questions are easy to ask and slow to answer when the information lives in an agency app, WhatsApp, portal enquiries and a few spreadsheets. When each agent starts the day on one screen, with the viewing, the checklist and the follow-up already drafted, the answers are already there on Monday.

You keep your agency's app. The system connects what you already use, so each day starts with one screen instead of six.

My day screen: the agent's queue for today, then a viewing with its steps before, during and after
My day: one agent's morning, step by step. Prototype screen, fictional data.
Tools screen: ready-made workshops to log a viewing, prepare a meeting, get a form signed, write a listing and follow up clients
Tools: ready-made workshops for the routines of the week. Prototype screen, fictional data.

None of this is a package. We start from how your team works today, then build only what closes a real gap.
